This register contains references to records created outside the Council: municipal correspondence, public-information requests, insurance files, maintenance logs, ordinance citations, and other documents whose relevance was identified after their original creation.

Scope: work orders, incident notes, and animal-control calls concerning three drainage properties, 1989–1996.

Noted reference: “repeat night disturbance / east pipe” appears on three work orders without species identification.

“No person shall intentionally deposit food waste, processed meat, or other attractant within a stormwater easement, culvert mouth, or municipal drainage channel after sunset.”
Legislative minutes give nuisance wildlife as the stated basis. Council files note that the restriction predates the organization by eleven years.

Claim notes reference damaged lattice, one displaced refuse container, and “repeated whistling reported by insured.” Payment was issued for structural repair only. Carrier species field left blank.

Location: north storage lot / drainage access
Complaint: equipment disturbance; animal in culvert; employees refusing entry.
Disposition: animal control requested. Follow-up field contains one handwritten word: “raccoon?”
Request: police dispatch audio and animal-control reports for six addresses associated with case cluster CG-0742.
Result: dispatch event headers released; audio retention period expired. Two event summaries use the phrase “unknown small upright animal” as caller wording, not officer observation.
Phillipsburg service yard. Repeated motion-light activation and cable-marker displacement, 10/2005–01/2006.
Technician notation, 11/18: “Nothing on camera again. Check fence gap / drainage side.” This ticket was located after the Phillipsburg sequence entered Council review.
Repair expense for “lower wall and drain grate” following recurring nighttime disturbance. No witness account survives with the ledger. The record is retained only as contextual material and is not classified as an encounter.
Folder label: “animal complaints / river wards.” Original folder missing from current box inventory. A 1974 finding aid lists six photographs and nine complaint cards formerly present.
The Council has requested a shelf-history review. No conclusion is attached to the missing material.
Permanent observation blind denied beside a stormwater easement on setback and maintenance-access grounds. The board made no finding regarding the reported activity that prompted the application.
Advisory memorandum confirming that volunteer field investigators possess no special access rights to posted land, culverts, utility property, or drainage infrastructure.

An external record is not treated as confirmation merely because it exists in an official archive. Council indexing records provenance, date, creator, chain of custody where known, and whether unusual terminology originated with the witness, a clerk, a responding employee, or a later researcher.
Seven municipal or county requests remain open, including two maintenance-ledger searches and one request for microfilmed zoning-hearing minutes.
Nineteen citations survive only in secondary indexes. They remain searchable but are marked UNLOCATED until an original or contemporaneous copy is recovered.
When an external record contradicts a Council summary, the original summary is preserved and amended rather than silently replaced.
